The research method used is a case study with triangulation techniques including Likert questionnaires, observation, and documentation, validated through expert judgment and tested for reliability with Cronbach's Alpha. The research subjects include 12 active educational staff comprising teachers, school principals, and support staff. The study shows that there is a minor gap in the procurement dimension, while in the areas of coaching and development, evaluation and supervision, as well as compensation and rewards, there are significant to critical gaps.
